2023 is the beginning year for the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China, and a crucial year for the implementation of the 14th Five Year Plan to bridge the gap between the past and the future.

1、 Better serve the overall situation of propaganda and ideological work

Unify ideas with the innovative theory of the Party, unite and gather the strength of the entire printing and distribution industry, print and distribute more excellent products with strength, morality, and warmth, and contribute to accelerating the construction of a cultural power.

（1） Strengthen oriented management. Implement the leadership of the Party throughout, organize the entire industry to study and promote the spirit of the 20th National Congress of the Communist Party of China, adhere to the correct political direction, publishing orientation, and value orientation, guide the entire industry to implement the new development concept, consciously serve and integrate into the new development pattern, and better meet the new spiritual and cultural needs of the people. Strengthen the guidance and inspection of industry forums, seminars, lectures, and other activities, and do not provide channels for the dissemination of erroneous voices. Conduct a social benefit assessment of Xinhua Bookstore, guiding enterprises to prioritize social benefits and unify social and economic benefits.

（2） Ensure the printing and distribution of key publications. We will leverage the role of a new system that ensures overall planning, departmental linkage, strict standards, and responsibility implementation, strengthen organizational leadership, scientific coordination, and ensure that important books on the Party's innovative theory are printed and distributed on time and with high quality before important time points. Select a group of printing key guarantee enterprises with political confidence, reliable quality, and standardized management, and do a good job in capacity reserve, technical transformation, and task coordination. Organize innovative service methods for the Xinhua Bookstore system and key book e-commerce platforms, carry out online and offline joint exhibition and sales activities for key publications such as the Party's innovative theory and important books, and accurately implement logistics distribution.

（3） Ensure the completion of the political task of "arriving at the book before class and having one book for everyone" in primary and secondary school textbooks. We will do a good job in the printing and distribution of primary and secondary school textbooks for the 2023 academic year, leverage the coordination mechanism for free compulsory education textbooks, strengthen communication and coordination with local education, pricing, finance, and other departments, promote the resolution of financial funding gaps, tight issuance schedules, and other issues, and form a working force. Guide printing and distribution enterprises in scientific layout and scheduling, orderly production and delivery, improve delivery efficiency, and achieve instant printing and delivery. Establish a rapid service response mechanism, actively respond to the concerns of school parents, and create a good atmosphere for the printing and distribution of primary and secondary school textbooks. The National Press and Publication Administration will conduct a key spot check on the printing and distribution of national unified textbooks.

2、 Better service and integration into new development patterns

Vigorously promote reform and innovation, continuously shape new driving forces and advantages for development, fully stimulate the creative vitality of the entire industry, and promote the effective improvement of quality and reasonable growth of quantity in the printing and distribution industry.

（1） Play an important platform leading role. The 2023 China Printing Industry Innovation Conference will be held with the theme of "shaping new driving forces for high-quality development", leading the entire industry to firmly establish the correct development direction, boost development confidence, and accelerate the construction of a modern industrial system with high-quality production capacity supply, advanced technology and safety, and green integration and openness.

（2） Empowering printing and distribution work with digitization. Implement the pilot work plan for the digital development and reform of the printing industry, focus on the development of on-demand printing, intelligent manufacturing engineering for printing, and intelligent supervision of printing, promote practical and institutional innovation, and continuously leverage advantages, fill weaknesses, and strengths. Encourage the integration of physical bookstores and online bookstore channels, promote innovative business methods of online bookstores, and create a new model of publication retail. Support the establishment of specialized network operation entities and service carriers for Xinhua bookstores in various regions, and promote the brand of online Xinhua bookstores.
